Not in the group I sponsored.

I created a group via the web interface, as well as a CVS repository.  However, after waiting >24 hours, I still do not seem to have been added to the group that I sponsored.  Thus I cannot create files in the CVS repository directory either.
  
If you check the web interface for applying for unix groups there is a capitalized "ALL" at the beginning of the list for who is to be in the group. Yes you sponsored the group but failed to include yourself as a member of the group.

We recommend that you use the MANAGE web page interface and reenter the usernames of all the people you wish to be in the group.
